		<description>I&#039;m going to go with stupidity here. I&#039;m sure it&#039;s just a question of minimizing liability for the Daycare Center. I agree with you, in the unlikely event of an evacuation, they would be fine for a short while without shoes. They&#039;re not required to sleep with their coats on are they? Following that line of thought, that would be the logical next step...</description>

		<description>This is a very weird regulation indeed. Who sleeps with his shoes on... Probably the state regulation was enacted after a terrible fire at a Daycare to give the (false) impression that the state is doing something to keep children &quot;safe&quot;. Some people really lose sight for reality when children are involved. Also it might be to shield the Daycare from liability... 

The interesting thing about those weird laws (the US and States have many more of them) is that there must have been some time when they made sense to some people.</description>
